Narcotic Officer Arrest Two in Traffic Stop

On Monday October 22, 2007 two people were arrested for possession of a controlled substance. Deputy David Magers made a traffic stop on a White Chevrolet Suburban driven by a female identified as Tiffany Chapman, 26 of  Decatur, for numerous moving violations. These violations were observed by an narcotics officer who was familiar with Chapman and aware that she had recently been released from TDC on narcotic charges stemming from the arrests made on several individuals in December of 2005.

Tiffany Chapman received a three year and six months sentence in TDC and was released on parole in April 2007. Chapman was just one of the individuals narcotics agents have been watching as she had been selling about a half pound of methamphetamines a week.

Deputy Magers identified the passenger as Carlos Davila, 41 of Bridgeport. Davila had recently been released from TDC of narcotic related charges, too. The narcotics officer approached the passenger and asked if there were any illegal narcotics in the vehicle,  Davila advised there was a small amount of marijuana inside the vehicle. The narcotics officers requested Davila to hand the marijuana to him which Davila complied. The narcotics officer asked if there were any other illegal narcotics in the vehicle?  Both individuals replied no.

Upon a search of the vehicle, officers found plastic bags containing a brown crystal-like substance, and a smaller bag containing several different kinds of pills. Officer also found a glass smoking pipe and a set of digital scales. Officers also located approximately $ 1,200.

Upon arrival at the Sheriff’s Office, the officers weighed the bags of suspected methamphetamines and the total weight, including packaging was 34.2 grams. A field test of the narcotics, showed a positive reaction to the presence of methamphetamines. The other pills found in the vehicle were identified by the narcotics officers, and the green leafy substance was tested and  reacted positively for the presence of marijuana.

Tiffany Chapman was arrested and charged with the Possession of a Controlled Substance PG1 <4 grams <200 grams, and the second charge Possession of a Controlled Substance  PG 3<28 grams. Tiffany Chapman’s parole was also revoked.

Carlos Davila was arrested and charged with Possession of a PG 1>14 Grams<200 grams, Possession of a Controlled Substance PG 3<28 grams and Possession of Marijuana under 2 ounces. Carlos Davila had his parole revoked also.

Tiffany Chapman and Carlos Davila are currently in the Wise County Jail with bonds set at  $ 525,000 for Chapman and $ 527,000 for Davila. Both have their paroles revoked.
